Fundamentally HMRC has delayed the release of the technical specification to support RTI Bacs which is likely to impact the timescales for testing, the pilot and the migration. However, employers will still be required to submit RTI by October 2013 to support Universal Credit. To make this possible HMRC will extend support for the EDI channel until April 2014 and enable RTI through this channel in time for the initial pilot in April 2012.
As such there will be three channels for submitting RTI:
RTI Bacs - for those who pay via Bacs (direct
Bacs software or payroll bureau)
RTI Internet - for non Bacs such as cash, cheque,
CHAPS, Faster Payments and internet banking - this channel is known
as the Government Gateway
RTI EDI - introduce new message types for
existing EDI users (specification due in June 2011)
