There is one article in particular that should be read, which comes from HMRC themselves confirming their intent to introduce RTI and slightly adjusting the timescales.
Fundamentally RTI is a great initiative that will benefit both
employers and HMRC in achieving efficiencies and saving money, not
to mention the support it will give the government in introducing
Universal Credit.
Although there is likely to be a cost for employers in terms of
time and money to get on board, once implemented, those painful end
of year processes will be significantly reduced.
So, this is going to happen - it's not a case of IF, it's a case of WHEN. Timelines have been set…
May '11 - The technical specification for payroll and Bacs suppliers has not yet been issued and we are still awaiting news as to when this will be forthcoming... May has been suggested but we'll wait and see.
Oct '11 - Testing for solution suppliers is due to start in October. This will ensure we can cater to the increased number of data items and transmit them securely.
Apr '12 - Pilots commence. If you are interested in being a pilot customer for HMRC RTI then start speaking to your payroll / Bacs suppliers now to register your interest. Albany Software is actively seeking pilot customers and would be happy to work with you.
Apr '13 - Go live anticipated for everyone who currently submits via Bacs.
Oct '13 - Mandatory for all employers who use Bacs.
We'll let you know as soon as anything changes. Albany is

able to migrate seamlessly as required.
