Technologies around Bacs Payments
The Bacstel-IP programme was intended to refresh most if not all the technologies around Bacs submissions
The key technologies we are interested in are:
- Smart Card security
Bacstel-IP requires Smart Cards, which a user must use to sign the data and also to log on to Bacs before sending the data. The Smart Card is issued to a named individual who is responsible for the use, safety and security of the card. - Hardware Security Module security
A Smart Card requires a user to be present and to key in a PIN whenever a file is signed or sent to Bacs – this is no use in an automated, unattended process. A Hardware Security Module (HSM) stores the security data normally contained in a Smart Card but is accessible by software and does not require a person to authenticate it. HSM security is clearly weaker than a Smart Card, but is an acceptable risk for some users, especially due to the time savings of being able to automate if you send large volumes of files to Bacs. - Networks
For Bacstel-IP and Secure-IP submissions, you can connect to Bacs via one of the following:- Dial-up internet
- Broadband internet
- Broadband Bacs Extranet
- File formats
With Bacstel-IP and Secure-IP, data sent Bacs is submitted in a format called Standard-18, and this is wrapped up in XML. Most reports from Bacs are provided in two formats- XML for analysing and processing.
- HTML for viewing on screen and printing.
The Bacs Extranet is a dedicated line and router for which Bacs will provide a service level agreement. If you submit via an internet connection there are no guarantees from Bacs.
